I didn't know anyone wore them like that, I didn't even know they were a type of Greek worry beads I went through thousands of "komboloi" when I was in the jewelry business. We would buy box loads, remove the strings and use the beads in more elaborate designs. I still have a few necklaces and earrings made from those beads.
It is a fantastic capture, the beads and the boyscout fixing his woggle... ace!
of course he might be simply crazy, but I think that it is a (weird) way to show his patriotism, the suit white and blue, and the komboloi, that is a symbol of greek culture, around his neck. The boyscout and the flags really complete the image.
